Approved Vendor Requirements and Distributed Generation Consumer Protection Draft Documents Released

The draft Approved Vendor requirements and distributed generation consumer protection documents have been published. The Illinois Power Agency and the Adjustable Block Program Program Administrator will hold a stakeholder meeting on October 10, 2018 to discuss these documents. Click here for more information on that meeting.  The Program Administrator will accept comments on Approved Vendor registration requirements by email at comments@illinoisabp.com until October 19th, 2018 at 5:00 PM CDT and on distributed generation marketing guidelines and distributed generation consumer protection disclosure forms until October 26th, 2018 at 5:00 PM CDT.

Draft Approved Vendor Requirements: This document details the requirements for registering as an Approved Vendor for the Illinois Adjustable Block Program.

Draft Guidelines for Marketing Material and Marketing Behavior: This document provides marketing guidelines for Approved Vendors in the Adjustable Block Program. This document applies specifically to distributed generation projects and does not include additional requirements for community solar projects which will be developed in the next stakeholder process.

Draft Brochure for the Adjustable Block Program: This document is the draft text of the brochure that Approved Vendors will be required to provide to owners and hosts of distributed generation projects who participate in the Adjustable Block Program. This is the text only, the actual brochure format will be developed after the text is complete.

Draft PV System Purchase Disclosure Form: This document is a draft of the disclosure form that Approved Vendors will be required to provide to clients purchasing photovoltaic (PV) systems.

Draft PV Power Purchase Agreement Disclosure Form: This document is a draft of the disclosure form that Approved Vendors will be required to provide to their clients who host PV systems with a power purchase agreement.

Draft PV Lease Disclosure Form: This document is a draft of the disclosure form that Approved Vendors will be required to provide to their clients who lease PV systems.

Comments on the draft procedure for the Block 1 Lottery are due by 5 PM CDT on Friday, September 28. Comments can be submitted to the Program Administrator by email at comments@illinoisabp.com. All comments received will be made publicly available unless the commenter specifically requests confidential treatment and submits a confidential and redacted version.

Corrected: October 10 Workshop on vendor registration requirements and distributed generation consumer protection

The Illinois Power Agency and the Adjustable Block Program Administrator will hold a stakeholder meeting on October 10, 2018. This stakeholder meeting will cover Approved Vendor registration requirements, draft distributed generation marketing guidelines, and draft distributed generation consumer protection disclosure forms. (Draft guidelines and forms for community solar will be released for review at a later date.)  The meeting will be held from 1:00-5:00 PM CDT in Chicago at the following location:

Lottery Stakeholder Process

The draft procedure for the Block 1 lottery, should a lottery be required for any group/category, can now be downloaded here. The program Administrator will be taking comments on this proposal by email at comments@illinoisabp.com from now until 5:00 CDT on Friday, Sep 28th.

A stakeholder webinar will be held at 1:00 PM CDT on Monday, Sep 17th, for any stakeholder wishing to ask questions or discuss the proposal with Illinois Power Agency and Administrator staff. The webinar can be accessed here.  Alternately, participants can call into the conference line at 312-702-1380 using PIN 366996# to listen to audio of the call. Users must be logged into the webinar to ask question, or can email questions for discussion prior to the webinar.
