Comments on the draft procedure for the Block 1 Lottery are due by 5 PM CDT on Friday, September 28. Comments can be submitted to the Program Administrator by email at [email protected]. All comments received will be made publicly available unless the commenter specifically requests confidential treatment and submits a confidential and redacted version.
